Choose the right complaint route for a lending concern

A scope-first guide to provider complaints, SEC lending channels, BSP-supervised institutions, and privacy concerns.

A complaint is easier to route when it names both the provider and the type of problem. “Loan app” is not a regulator category by itself: a bank product, a financing or lending company, and a personal-data concern can lead to different official channels.

Begin with the provider's formal channel

Send a short written summary to the provider and ask for a complaint or case reference. Include the account or transaction reference only through the provider's official channel. State the disputed event, the date, the amount if relevant, the result requested, and the evidence attached. Keep the acknowledgement and any promised response date.

This first step creates a record of what the provider was asked to resolve. It also matters for routes that require the institution to receive the complaint before an escalation.

SEC scope: lending and financing companies

The SEC maintains current lending and financing advisories, complaint notices, and related resources. Use that live area for a concern involving a lending or financing company under SEC oversight. Check the newest filing instructions rather than copying an address from an old post. Organize the agreement, payment proof, provider response, collection messages, and a dated chronology before submitting.

Do not use an SEC corporate registration alone as proof that a specific online lending operation is currently recorded or authorized. This article deliberately makes no provider-level status claim.

BSP scope: BSP-supervised financial institutions

The BSP Consumer Assistance Mechanism is for concerns involving BSP-supervised financial institutions. BSP describes it as a second-level recourse: the consumer first raises the issue through the institution's own Financial Consumer Protection Assistance Mechanism or customer-service channel. The current BSP guide explains the supporting material for an escalation.

BSP does not supervise every online lender. Confirm that the institution is within BSP's scope before choosing this route; do not send a complaint there merely because the transaction involved money or an app.

Privacy and personal-data concerns

If the issue involves excessive permissions, contact-list use, disclosure to third parties, or harassment using personal data, preserve a redacted copy of the relevant permission screen and messages. The National Privacy Commission's loan-related guidance is the relevant official reference for privacy boundaries. A privacy complaint can coexist with an account or collection complaint, but the evidence should clearly separate them.

Build a compact complaint packet

Use a one-page chronology, a copy of the agreement, transaction records, the provider's acknowledgement, and only the messages needed to show the disputed conduct. Label each attachment. Remove unrelated contacts, photos, and credentials. Never include a password or one-time code.

This scope map is general information. The receiving agency decides jurisdiction and process for a particular submission.
